Prezados Companheiros,
Sou estudioso do assunto, inclusive ministrei aulas sobre o Movimento
Olímpico Internacional e a estrutura de organização dos esportesa níveis
nacional e internacional na Faculdade de Educação Física e Esporte da
Universidade Santa Cecília de Santos.
Na minha ótica sobre esse ordenamento, encontro como base jurídica a Seção
IV "Do Sistema Nacional do Desporto" da Lei 9615, no que diz respeito ao
recohecimento oficial do Comitê Olímpico Brasileiro e conseqüentemente do
Paraolímpico.
Com referência ao reconhecimento do COB às Confederações vejo como o
reconhecimento ao Sistema Internacional estruturado e respeitado por todos
na forma da prática esportiva. Explicando melhor meu ponto de vista: As
regras e normas dos esportes são reconhecidos e determinados
internacionalmente, as mesmas regras do voleibol são reconhecidas e
praticadas em todos os 218 países que tem Federações Nacionais filiadas a
FIVB, e assim acontece com todas as outras modalidades. E essas Federações
Internacionais como responsáveis pela integridade de seus esportes no nível
internacional estabelecem as formas de filiação de suas representantes
nacionais.
O Comitê Olímpico Internacional por sua vez reconhece apenas uma Federação
Internacional por modalidade e seus representantes nacionais, os CON, também
procedem dessa forma reconhecendo apenas as Confederações, em nosso caso,
que são reconhecidas pelas Federações Internacionais integrantes do
Movimento Olímpico.
Daí, em face do COB integrar o Sistema Nacional do Desporto por uma
integração internacional da ordem desportiva esse procede na forma acima.
Muito embora, o Comitê Olímpico Internacional possa ser enxergado como um
grande agente de marketing esportivo e que quadrienalmente realiza seu
grande evento, onde oferece palco as modalidades esportivas de seu
relacionamento. Mas que o ordenamento existe e é reconhecido pela comunidade
esportiva é uma verdade.
Este é meu entendimento, mas tenho a certeza que ele é muito complexo e da
margem a várias interpretações.

Introduction
The International Sports Federations (IF) are responsible for the integrity
of their sport on the international level. These organizations establish the
playing and eligibility rules, set the schedule of events and select the
referees, judges and other officials to "run" their respective sports at the
Olympic Games as well as other international competitions. There are 35
International Olympic Sport Federations and 28 International Recognized
Federations.
To ensure consistency in the Summer as well as in the Winter Olympic Games,
the International Federations have created two associations: the Association
of Summer Olympic International Federations (ASOIF) and the Association of
International Winter Sports Federations (AIWF). These associations discuss
common problems, organize their events calendars and act as liaisons between
the International Federations and the IOC.
Two additional associations recognized by the IOC also work hard in the
domain of supporting sport organizations: The Association of the
IOC-Recognized International Sports Federations (ARISF) and The General
Association of International Sports Federations (GAISF). ARISFs members are
comprised of International Sports Federations that are recognized by the IOC
but not able to compete in the Olympic Games. Once their sport has been
added to the Olympic programme, they automatically lose their membership to
ARISF and must join either ASOIF or AIWF.
The General Association of International Sports Federations groups together
the International Sports Federations and various associations with the aim
of defending world-wide sport, co-operating together and coordinating their
activities.
